Classes that can use:  All
Artifact XP: The time of day requirements for earning experience for the Ceremonial Bracers has been removed.  (1.68 patch, Feb 19, 2004)
Bracer.  When you activate, you are given a choice of 5 bracers: Strength, Constitution, Dexterity, Quickness, Casting.
Comments on Solo, Grouped, or Battlegrouped:   You will need a full group.  An animist has soloed this a couple of times.

Level 6 Mesmeration feedback, Level 10 Stun feedback. These spells when activated block a single mes or stun effect from affecting you. Only from casted spells. They are 10 min duration, 15 min reuse. And appear to be on same timer.

The "buff" works as a "bladeturn" to forms of single target mezz and ae mezz. Similarly, the same effect with stun and ae stun. There is no immunity timer. The stun does not work on Shield slams, weapon style stuns, only casted stuns. When casting the buff, you are immediately in combat (which you can lose speed buffs for 10 secs). Took approximately 1 million realm points to level. It could be done in less time/realm points but I didn't spend the majority of my rvr time in Hibernia/Emain.   Feb 3

Leveling this Artifact:

i got the ceremonial bracers on the PvE server (gaheris) and they get xp off of any mob in any frontier area during the daytime    Dec 9

Strategy:

Actually, there are mobs in all 3 faction regions that drop the bracer.

Skyros: Dreadnought
Melos: Melos Wave Master (or Tidal Lord)
Naxos: Naxos Tidal Lord (or Wave Master)

None of them bring adds and are pure melee encounters. Dec 6 - Jazz

Ceremonial Bracer from the Skyros Dreadnought in Mesothalassa (Skyros Territory). Rough loc is 10k, 15k. There's a big column of blue sparklies where he spawns. He is -probably- doable with 1 group of you have tons of healers. he isn't that hard to hit and damage in melee, he just does massive damage (doublehits of 400 + 500 proc). If I can put together a group with 4 healers and a shammy tonight I'll try him again with 1g.

Tips:

Dreadnaught added with triton shaman [purple to 50 as well, bolts for 500 damage!] and dropped my fully buffed compatriot in two hits WHILE he was HoT'd from a full mana ment.    Nov 20

Both the Dreadnaught and Tidal Lord nuke. Hard. Ive killed the Dreadnaught about 4 times, and died to the Tidal lord about as many times. The Tidal Lord is considerably harder to tank due to the red con combo debuffs he constantly procs.     Nov 17

##The Arbiter's Personal Papers reads, "Now, I have ten bracers made specially for the ten kings by the greatest magicians and craftsmen of Atlantis, and now, they are on the wrists of statues in the Planes, and we can't remove them! "

##The Arbiter's Personal Papers reads, "I believe I have found a way to remove the bracers from the statues. Well, I have found someone who can aid me. I've also made sure that foolish apprentice is regretting his antic. There is a master sculptor visiting the Hall of Heroes and he has kindly agreed to aid me. He will remove the bracers and repair the inevitable damage to the statues after. "

##The Arbiter's Personal Papers reads, "It is no easy task, and I will owe him a great deal after, but I have no other real choice.  He is going to remove them in the morning. My apprentice is to help him in this task. In all my years, nothing like this has ever happened, and I've ensured that my apprentice will never give me such concerns again!"
